As soon as the Refusal letter is received, the deadline to commence a Judicial Review if the decision was made outside of Canada is 60 days. If the decision was made in Canada, the deadline is 15 days. This deadline is strict and can be difficult to overcome if missed.
Applicants/sponsors/agencies should not therefore keep waiting for Steps 2-5 at the expense of the deadline - even if the officer's notes have not yet arrived, or a reconsideration request or request for further information has been made but still outstanding, the deadline for the Judicial Review is still active and not paused. Contact a lawyer right away. If the intention is to commence a Judicial Review, you may need to do so in light of incomplete/imperfect information, and indicate in the application materials that the reasons have not yet been received.
